Would the Minister be so kind as to give the reason why this Clause is dropped. It would seem to have had some meaning at one time, and we should have some information why the Clause was ever put in if it is now found to be completely wrong. Perhaps it is covered by the previous long Amendment, but we ought to be told and it should be made quite certain that it is covered. One cannot drop something out of a Bill and leave a gap. I hope I have not put too much of a conundrum to the Minister, and I hope that the answer is fairly simple.

I am very much obliged for the very clear way in which the hon. Member for Torquay (Mr. C. Williams) has put his question. I can give him the most solemn assurance that this Clause will reappear, perhaps in a slightly modified form, after Clause 99. I hope that we shall have the pleasure of the hon. Gentleman's presence then so that he may be able to see for himself.
