While realising that this is a great compliment to British rule in Hong Kong, may I ask the Secretary of State what steps he proposes taking to see that this enormous influx from China does not create an impossible situation from the feeding and housing point of view beyond the capacity of the very efficient local government to handle?

Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
