I beg to move, in page 2, line 15, to leave out Subsections (2) to (4), and to insert: No Order in Council shall be made under this Act unless, after copies of the draft thereof have been laid before Parliament, each House presents an Address to His Majesty praying that the Order may be made. That carries out the promise I made earlier. I hope that it will be acceptable to the Committee.
