asked the Secretary of State for War how many times Mr. Justice Lewis's Committee, set up last October to inquire into the court martial system, has met; and how soon a report may be expected from it.
Mr John Freeman
, Watford
The committee held its tenth meeting on 20th February. There is a great weight of evidence to consider and I cannot say how soon a report is to be expected.

Does my hon. Friend recognise that this is a very serious matter, and that this committee's report is awaited most anxiously?
Mr John Freeman
, Watford
I regard it as quite as serious as my hon. Friend does, and I have no doubt the committee will take note of what he has said.
Mr John Freeman
, Watford
No, Sir, I should think that would be quite out of the question. The Oliver Committee, which did a somewhat similar job, took four and a half months to report, and the terms of reference in this case are such that I do not think it would be possible to have the report ready when the hon. Member suggests.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
Ministers make up the Government and almost all are members of the House of Lords or the House of Commons. There are three main types of Minister. Departmental Ministers are in charge of Government Departments. The Government is divided into different Departments which have responsibilities for different areas. For example the Treasury is in charge of Government spending. Departmental Ministers in the Cabinet are generally called 'Secretary of State' but some have special titles such as Chancellor of the Exchequer. Ministers of State and Junior Ministers assist the ministers in charge of the department. They normally have responsibility for a particular area within the department and are sometimes given a title that reflects this - for example Minister of Transport.
