asked the Chancellor of the Duchy of Lancaster whether he will consider making arrangements whereby the Caritasverband (Roman Catholic), and the Hilfswerk (Evangelical) organisations can be used as official recipients, in the British zone, of relief from Britain.

These organisations, with a number of others, already handle and distribute relief supplies in the British zone through the machinery recognised by the Zonal Welfare Advisory Committee.

May I take it from that answer that these two organi- sations are collaborating with "Save Europe Now" in the distribution of relief?

Yes, Sir. These are the German organisations dealing with the receipt and distribution of parcels in Germany.

Can the hon. Gentleman say what steps he has taken to ensure that the distribution takes place on the basis of need?

That is the priority that is given. It is possible for a separate organisation to deliver parcels specially designated, but we prefer to encourage the distribution entirely on the basis of need.
