I rise to ask, Mr. Speaker, if you will tell the House the reasons for the reprinting of the Town and Country Planning Bill.

The responsibility is, of course, entirely mine. After the Bill had been printed it was decided that certain provisions imposed a charge upon the people, and should, therefore, have been printed in italics. Those provisions are Subsections (1), (2), and (4) of Clause 62, and Subsection (3) of Clause 78. I may add that it was a very technical matter. I understand that the draftsmen took different views. It was put up to me, as a kind of Solomon, to give an answer. I could not cut it in two, and so I thought it better to have everything concerned in italics in both Clauses. But, of course, not a single word of the Bill is changed.
