Until the necessary detailed examinations have been carried out it is not possible, as the Reid Committee itself reported, to estimate the capital cost of implementing the recommendations of the Committee or the time necessary to carry out all the changes. The amount of capital at present invested in the industry is of the order of £200,000,000 to £250,000,000.
