No official communications on the subject of neutrality have been received from these Governments. But according to an official announcement made in Rome on 1st September, Italy will take no initiative in the way of military operations. My Noble Friend has been informed that a declaration of neutrality was issued by the Spanish Government at Burgos on 4th September. The Japanese Government have defined their attitude as one of non-intervention.
