I have not yet received the report of the Transport Advisory Council on this matter, but hope to before the Easter Recess.

Does the right hon. Gentleman propose to make the terms of the report available to members of the House in advance of any legislation?

I would like to consider that. I am hoping to receive the report just before the Easter Recess. I recognise its importance, and I imagine it will have to be published, but perhaps the hon. Member will allow me to give a little thought to the proposal he has made.
