Section 19 of the Act of 1930 begins: with a view to protecting the public against the risks which arise in cases where the drivers of motor vehicles are suffering from excessive fatigue.… The Section prescribes 11 hours as the maximum number of hours during which a driver may drive in any one day; "driving" includes work in connection with a vehicle or the load carried thereby.
