I do not wish to interrupt, but it is misrepresenting the position to say that only 79 persons took any part in the inauguration of the scheme. The scheme was the result of the efforts of the two bodies that had canvassed the matter most thoroughly, and the people concerned had had every opportunity through their representative organisations of examining the scheme. The fact that they did not turn up to vote against it, is, I submit, to be regarded as an indication of their being satisfied with the scheme as it had been explained to them.
