In the marketing scheme as it now exists the Board has the power to determine the kind, varieties, grades and so forth and: If and when authorised by Act of Parliament and subject to the provisions thereof the quantity … so that Parliament must be consulted and power must be granted before the Board can have the power to determine quantities for the first time.
