asked the Minister of Transport whether he will state the reasons for imposing a charge of £5 upon people who desire to transfer the index mark from their old motor car to their new motor car; and whether he will consider the substitution of a purely nominal sum?

I would refer my hon. Friend to the answer which I gave on 26th June to a question asked by the hon. and gallant Member for Forfar (Captain Shaw). The reason for the charge is to discourage a practice which, if widely adopted, would undermine the whole system of registration of motor vehicles as provided by the statute.
