The numbers of commissioned officers promoted from the lower deck are 10 commanders, 45 lieutenant-commanders, 50 lieutenants and 16 sub-lieutenants. The commissioned officers from the lower deck in fully commissioned destroyers are one commander, two lieutenant-commanders, and three lieutenants.

When does the Admiralty propose to carry out the policy of the late First Lord by introducing destroyer training for all these officers?
