asked the Minister of Transport whether his Department has come to any decision with regard to legalising motor spot-lights, with a view to greater safety being afforded motorists, especially during foggy weather?

The effect of Section 4 of the Road Transport Lighting Act, 1927, is to legalise motor spot-lights, but with the very necessary restriction that such lights may not be swivelled or otherwise moved while the vehicle is in motion.

Is the right hon. and gallant Gentleman aware that in certain of the Home Counties motorists are prosecuted for using spot lights in foggy weather? Will the right hon. and gallant Gentleman take steps to notify the various Home Counties of the regulations that he intends to introduce?
