On a point of Order. This is very important. May I ask, Sir, whether you will give a ruling, if the right hon. Gentleman himself cannot elucidate the point, as to what is meant by the heading which refers to payments to members of a county council or any committee or sub-committee thereof. If a ruling is given as to who this applies to, then we need not pursue the point. The whole question is one of interpretation.
