I would like an explanation of this Amendment. As the right hon. Gentleman knows, this has nothing to do with general health administration, but is simply designed to take the administration of certain Acts out of the hands of the burghs, some of which are fairly large burghs. The Convention of Royal Burghs has circularised every Scottish Member of this House asking that these powers shall remain in the hands of the burghs, and not be handed over to the newly constituted authorities, and I think we are entitled to an explanation of this Amendment.
