Can the hon. and gallant Gentleman say how many of the boroughs have not issued the register?

No, Sir. That would necessitate asking every one of the 44 boroughs in detail what the position was, and I do not think we are justified in doing that. If the hon. Gentleman wants particulars with regard to his own borough, I shall be glad to get them if he asks me to do so.
