Sir Archibald Sinclair
, Caithness and Sutherland

Mr John Gilmour

The net gain to the County of Sutherland, on the basis of the 1927–8 rates, is estimated at 56d. per head of the population, equivalent to a sum of approximately £4,158. The corresponding figures for Zetland are 76d. per head of population and a sum of £8,081.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
