May I ask the Prime Minister a question of which I have given him private notice, as to whether he is now in a position to state the decision of the Government with regard to their naval building programme?

Photo of Mr John Whitley Mr John Whitley , Halifax

I thought we were going to take a question about business. There is a statement to be made about this in answer to another question. Perhaps we may take the business question first.

In deference to your wishes, Sir, may I ask the Prime Minister to state what business the Government propose to take next week?

Photo of Mr Stanley Baldwin Mr Stanley Baldwin , Bewdley

On Monday: Supply, Committee; Colonial Office Vote.

Tuesday: Supply, Committee; Vote for the Department of Mines until 8 o'clock, and then Navy Estimates, Vote 8, and the necessary Token Vote for the new construction programme.

Wednesday: Supply, Committee; Home Office Vote.

Thursday: Unemployment Insurance Bill, Report stage.

Friday: Unemployment Insurance Bill, Third Reading, and, if time permit, other Orders on the Paper.

May I ask the right hon. Gentleman, arising out of one of the items in the business to be taken to-morrow—the sixth item, Telegraph [Money]—whether he will give us a little information as to what that involves?

Photo of Mr Stanley Baldwin Mr Stanley Baldwin , Bewdley

There will be an explanatory white paper in the Vote Office by 7 o'clock this evening, I hope, but I may remind the right hon. Gentleman that the Bill which is described by this term is a Bill for giving the Post Office power to raise capital for telephone purposes, nothing else.

Captain BENN:

Is it the intention to suspend the Eleven o'clock Rule on the-day the Navy Vote is taken?

Photo of Commander Hon. Joseph Kenworthy Commander Hon. Joseph Kenworthy , Kingston upon Hull Central

With reference to the business for Tuesday, do I understand that at 8.15 Vote 8 of the Navy Estimates will be taken, or are we going to discuss a Supplementary Estimate, or will there be another Supplementary Estimate afterwards? May wet have a little enlightenment?

Photo of Mr Stanley Baldwin Mr Stanley Baldwin , Bewdley

The Department of Mines Debate will close about 8 o'clock, and then will be taken Vote 8 of the Navy Estimates. The Eleven o'clock Rule will be suspended, and I imagine that the Token Vote, which will then be found necessary, will be taken after 11 o'clock.

Photo of Commander Hon. Joseph Kenworthy Commander Hon. Joseph Kenworthy , Kingston upon Hull Central

Does that mean that there will be no Supplementary Estimate for new ship construction?

Photo of Mr Stanley Baldwin Mr Stanley Baldwin , Bewdley

No; all that will emerge from my statement.

Captain BENN:

Does it mean that the House is to be asked to discuss the new programme after 11 o'clock at night?

Photo of Mr Stanley Baldwin Mr Stanley Baldwin , Bewdley

The new programme can be discussed on Vote 8 of the Navy Estimates.

Motion made, and Question put. That the Proceedings on any Private Business set down for consideration at? quarter-past Eight o'Clock this evening, by direction of the Chairman of Ways and Means, be exempted from the provisions of the Standing Order (Sittings of the

House), and, notwithstanding anything in Standing Order No. 8, may be taken after half-past Nine of the Clock."—[The Prime Minister.]

White Paper

A document issued by the Government laying out its policy, or proposed policy, on a topic of current concern.Although a white paper may occasion consultation as to the details of new legislation, it does signify a clear intention on the part of a government to pass new law. This is a contrast with green papers, which are issued less frequently, are more open-ended and may merely propose a strategy to be implemented in the details of other legislation.

division

The House of Commons votes by dividing. Those voting Aye (yes) to any proposition walk through the division lobby to the right of the Speaker and those voting no through the lobby to the left. In each of the lobbies there are desks occupied by Clerks who tick Members' names off division lists as they pass through. Then at the exit doors the Members are counted by two Members acting as tellers. The Speaker calls for a vote by announcing "Clear the Lobbies". In the House of Lords "Clear the Bar" is called. Division Bells ring throughout the building and the police direct all Strangers to leave the vicinity of the Members’ Lobby. They also walk through the public rooms of the House shouting "division". MPs have eight minutes to get to the Division Lobby before the doors are closed. Members make their way to the Chamber, where Whips are on hand to remind the uncertain which way, if any, their party is voting. Meanwhile the Clerks who will take the names of those voting have taken their place at the high tables with the alphabetical lists of MPs' names on which ticks are made to record the vote. When the tellers are ready the counting process begins - the recording of names by the Clerk and the counting of heads by the tellers. When both lobbies have been counted and the figures entered on a card this is given to the Speaker who reads the figures and announces "So the Ayes [or Noes] have it". In the House of Lords the process is the same except that the Lobbies are called the Contents Lobby and the Not Contents Lobby. Unlike many other legislatures, the House of Commons and the House of Lords have not adopted a mechanical or electronic means of voting. This was considered in 1998 but rejected. Divisions rarely take less than ten minutes and those where most Members are voting usually take about fifteen. Further information can be obtained from factsheet P9 at the UK Parliament site.
