asked the First Lord of the Admiralty whether he will consider the establishment of a number of free scholarships for naval cadets at the Royal Naval College, Dartmouth, open to boys of the Royal Hospital School, Greenwich, and other sons of petty officers and men of the Royal Navy who have received a higher technical education and who are not above the age of 13½ years, the approximate age at which boys enter Dartmouth?

The general question of fees for cadets is at present under consideration, and I regret that it is not possible to anticipate in any way the decision on that question by dealing separately with one particular class of case.
