asked the Secretary of State for War whether there is any fixed establishment for the strength of the Shanghai volunteer corps; and whether any arms, munitions or equipment have been supplied by His Majesty's War Office?

The Shanghai volunteer corps is not under the control of the War Office, being an international force raised and financed by the Shanghai Municipal Council. I understand that it has an establishment of 77 officers and 1,926 other ranks. The answer to the second part of the question is in the affirmative, the issues being made on repayment.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
