17.also asked the Secretary of State for Foreign Affairs whether he is aware that members of the Shanghai Municipal Council police force stated before the mixed tribunal, at the trial of the students arrested in connection with the shootings of 30th May and 1st June, that they occupied and searched Shanghai University at the order of Colonel Gordon, the commandant of the Settlement Volunteer Corps; whether Colonel Gordon is the military commander at Shanghai; whether he is a regular British Army officer; whether he is responsible to the Shanghai Municipal Council or acts on his own responsibility; and what authority he has to issue instructions to the Settlement police?
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
