The hon. Member will find the information he requires in the texts of the Decree of Muharrem itself and of the Annex-Decree of 1903, which were laid before Parliament as Command Paper 5736 (Turkey, No. 1, 1911) and Command Paper 2407 (Turkey, No. 1, 1905), respectively.
