As this discussion relates to the pledge which I gave, may I say that the hon. Member for South Shields (Mr. Harney), in quoting what he says I promised, is mistaken. If he consults the OFFICIAL REPORT I think he will find that he is incorrect. I never said that if I was satisfied that the Clause did not enlarge the existing right it should be deleted. I said, "If the Committee was satisfied." The promise I gave, and the promise which my hon. and learned Friend the Solicitor-General is repeating, was that if in Committee it turned out that the Committee is satisfied, that this Clause does not enlarge the existing rights of trial by jury, in other words, does not extend the existing law, then the Committee would be perfectly free, so far as the Government were concerned, to alter the Clause.
