If the right hon. and learned Gentleman intended to suggest that I was guilty of any discourtesy because I had not answered his question at once, I apologise to him. I was merely dealing, first of all, with the question which, as he suggested, the House has to consider; but I was going on in my next passage to answer, as I will candidly, the question which he asked: Does this Bill restore the pre-War conditions precisely as they were? My answer to that is that the Bill does not, and that it is not designed for that purpose. I do not think that anyone in the House who has read the Bill could have read it as saying that the pre-War conditions were restored precisely.
