The only request of this kind hitherto received from the Tibetan Government was for the temporary loan of the services of a mining expert. Arrangements were made accordingly for Sir Henry Hayden, late Director of the Indian Geological Survey, to pay a visit to Tibet.
Secretary of State was originally the title given to the two officials who conducted the Royal Correspondence under Elizabeth I. Now it is the title held by some of the more important Government Ministers, for example the Secretary of State for Foreign Affairs.
